Development Manager

Systems & Software, a division of Harris Computer, is seeking a Agile Software Development Manager for its Utility Billing Customer Information System. Reporting to the Director of Research and Development, you will lead a team of software engineers responsible for Systems Architecture, Systems Security, Feature Development, 3rd Party Integrations and Customer Stability.

The Development Manager’s primary role is centered around managing a portfolio of projects, directing a diverse technical team, collaborating with project managers and senior management, while continuously promoting best practices and the growth of technical expertise.

What will be your impact:

  • Lead the development team, collaborate with senior management, arrange team meetings to collect specifications, deliver software features and technical designs.
  • Direct and manage a portfolio of projects, ensure execution of R&D activities required to meet project and business goals.
  • Champion initiatives to increase the breadth and depth of technical expertise across the development team.
  • Set short & long-term goals for your team & empower them to attain those goals.
  • Work closely with leadership and project managers to ensure on-time and on-budget completion of projects. 
  • Coach your team to implement a culture of continuous improvement and performance.
  • Build and manage a diverse team of software talents in technical design and code reviews and lead the team to deliver anticipated user experiences.
  • Drive continuous process improvement of best practices, methodologies, and process control by establishing and monitoring clear objectives for technical team.
  • Manage multiple requests through a technology intake and prioritization process.
  • Ensure team productivity through collaboration and by facilitating the resolution of any form of blockers that could hinder the sprint goal.
  • Actively observe team dynamics, to recognize strengths and weaknesses of individual team member’s contributions, and coach them to improve.
  • Build a trusting and safe environment where problems can be addressed without fear of blame, retribution, or being judged.
  • Promote teamwork and collaboration by making the process fully transparent to the entire organization.

What we are looking for:

  • 3+ years managing software engineers in a software solution environment.
  • Demonstrated the ability to lead a high performing team by assisting teams in setting and meeting commitments, removing roadblocks to their work; leverage organizational resources for continuous team improvement; cultivating an environment for the team to succeed.
  • Demonstrate a creative approach to problem-solving with the ability to focus on details while maintaining the ‘big picture’ view. Capable of improvising, adapting, and overcoming when obstacles materialize.
  • Proven results-oriented person with a focus on delivery in a high-velocity environment.
  • Organize team reporting and working meetings; support the team in managing progress; manage risks and issues; correct deviations from plans (iterate as necessary); with focus on regular and timely delivery of value.
  • Uses critical thinking skills to work with documents and spreadsheets and interpret information furnished in written, oral, diagram, or schedule form. Able to review complex documents like contracts and leases. Able to review quantitative and qualitative work and identify questionable items.
  • Ability to work independently and react quickly to changing priorities with a consistent sense of urgency.
  • Excellent communication leadership and presentation skills.
  • Demonstrate excellent verbal and written communication skills in English
  • A university degree in Software Engineering, Computer Science, or a related technical field.
  • Manage confrontation and uncomfortable conversations with poise and respect.
  • Enthusiastic – high-energy and inspire others to deliver value while having fun as a team.

What will make you stand out:

  • Experience with an Agile SDLC.  Preference given to those that have Agile related certifications.
  • Possess the initiative and energy to succeed in a fast-paced team environment.
  • Are a self-motivated individual who takes ownership of goals and objectives.
  • Experience with GIT, Jira, Docker, Oracle, GitLab CI, Jira, Confluence, MS Office Suite.
  • Understanding technologies, development and database environments like Java, Python, Oracle, MS SQL Server.
  • Experience managing remote teams and team members.
  • Bring a proven ability to lead and motivate teams to achieve goals, improve performance, and emphasize teamwork.
  • Experience in the electric or water utilities industry, or in the software industry servicing the utilities industry.
